Biosketch

Wassim A. Mansouri, PhD, is a Lebanese lawyer, academic, and financial leader. He has been serving as the Acting Governor of the Banque du Liban since July 31, 2023, following his appointment as First Vice Governor in June 2020. In his current role, he chairs the Central Council of the Banque du Liban, the Special Investigation Commission, and the Capital Markets Authority. He also represents Lebanon as a member of the Boards of Governors of the International Monetary Fund and the Arab Monetary Fund.

Dr. Mansouri founded “Mansouri & Associates” law firm in 1998 and was a member of the National Committee of the Permanent Court of Arbitration in The Hague from 2012 to 2018. He has served as a legal advisor to the Minister of Finance, representing the ministry in meetings with the International Monetary Fund, the World Bank Group, and the Organisation for Economic Co-operation and Development between 2014 and 2020. Additionally, he has acted as a legal consultant for the Lebanese Parliament’s Human Rights Committee and as a board member of the Tripoli Special Economic Zone.

Dr. Mansouri holds a PhD in Public Law from the University of Montpellier in France and a Doctorate of State from the Lebanese University. He is a professor in the French Law Department at the Lebanese University, where he also served as the department’s director from 2019 to 2020.

In 2009, he founded the Lebanese Association of Constitutionalists, an organization dedicated to promoting knowledge and awareness of constitutional law, human rights, and democracy. Dr. Mansouri has authored numerous articles and studies in the fields of law, constitutional studies, political science, and economics, including a 2018 study on Lebanon’s accession to the Global Forum on Transparency and Exchange of Information for Tax Purposes.
